I noticed that too, and a lot of doublespeak and Mind Control going on, they seem to be back-pedalling somewhat to the J.W's on the "relaxing" of the Dress rules, but none of this will be made public.
There will no doubt be the same technique used with any upcoming "changes", things they can point to for public consumption, but privately there being the old strict "Control" at work for the R&F J.W's.
